 NA considers infant milk powder ad ban

The law on advertising was a hot topic at the NA meeting session on May 30, especially the law on milk powder ads for infants.

Deputy Tran Hong Tham from Can Tho said 80% of advertisements were the responsibility of information and communication sector. "There are many complaints about advertisements on TV or newspapers. The actors are often scantily dressed or behave in a way that is inconsistent with our beliefs. For example, a teacher in one advert laughs at her students when a pupil's uniform falls off her because she's too thin."
Tham asked the law makers to map out criteria and penalties for those kinds of adverts.
Deputy Le Huu Phuoc from Binh Duong also agreed that children should be protected from harmful advertising. He mentioned Resolution 21 in 2006 that had banned nutrition milk ads. These ads often claimed to replace breast milk but the ban had been lifted and the government only banned nutrition milk ads for infants under 12 months old.
"Although we banned those adverts previously, it still hasn't stopped and using formula milk could affect children's intelligence." Phuoc said.
After the ban was issued, many companies found ways to avoid the law by advertising their milk powder for children from 12 to 36 months old but the product was still firmly targeted at children under 12 months.
Deputy Pham Thi Phuong from Ha Tinh wanted the law to be tighter by requesting a ban on nutritional milk powder for children less than 24 months old, "Breast milk has been proved to be best for infants. It’s internationally recognized that children need their mother's milk until they're at least 24 months old." she said.
